I suspect that this is the kind of deadlock I discussed in my previous
response. Both vehicles intend to perform a turn-around and block each
other. This can be remedied in several ways
a) join the respective junction clusters. See
http://sumo.dlr.de/wiki/Networks/Import/OpenStreetMap#Junctions
b) disabled turnarounds manually for short edges (you can find short edges
via the netedit select mode which should make this somewhat efficient)
c) improve the routes to have less turn-arounds
