- arrival speed defaults to 'arbitrary' so vehicles should generally leave the simulation with a positive speed. DepartSpeed should not affect this. I suggest you observe individual vehicles and track them until they leave the simulation to figure out the problem. - giving a fixed departSpeed value may delay some vehicle insertions since a larger front gap is required. To diagnose delayed departures see: http://sumo.dlr.de/wiki/Simulation/VehicleInsertion#Investigating_insertion_delay. Behavior after insertion should not be affected apart from the specified initial speed - the change in behavior might be caused by assignment of vehicle types.
