Hello,

either manually declare the environment variable SUMO_HOME as explained
here:
http://sumo.dlr.de/wiki/Basics/Basic_Computer_Skills#Configuring_Path_Settings
or install sumo via the .msi installer which does this automatically (
http://sourceforge.net/projects/sumo/files/sumo/version%200.29.0/sumo-win64-0.29.0.msi/download
)
