It has been removed from the src distribution because it really is no
source file. I opened a ticket here:
http://sumo.dlr.de/trac.wsgi/ticket/3012. You can still download it with
the "all" package and it should be in the windows zip as well if you
want to save some bytes / time. See also here
http://sumo.dlr.de/wiki/Downloads for which package contains which files.

Concerning runnability, our nightly tests are fine, so please share your
error messages if it still happens with the most recent version.
