It works now. For the record and other Cadyts pursuers, the "parsing" problem 
was that my route alternative file lacked exit times, which aren't produced by 
duaIterate.py by default. I had to fix that in the script because I couldn't 
find the corresponding command line option.

Also, you mentioned the nightly build was fine, which prompted me to download 
the corresponding test from the Sumo repo. It proved invaluable, 10 minutes 
later the problem was identified. You guys probably already thought of that but 
for what it's worth I think copying/pasting working examples of complete 
commands such as that one from test suites would be a very efficient way to 
complement the wiki doc in a semi-automatic way.

It has been removed from the src distribution because it really is no source 
file. I opened a ticket here:
http://sumo.dlr.de/trac.wsgi/ticket/3012. You can still download it with the 
"all" package and it should be in the windows zip as well if you want to save 
some bytes / time. See also here http://sumo.dlr.de/wiki/Downloads for which 
package contains which files.

Concerning runnability, our nightly tests are fine, so please share your error
