Will someone please clarify for me:
 
I thought I knew this but think I read something recently that makes me think I've been figuring incorrect.  I want to know is the baseline for each time zone at it's beginning or through its center?  In other words, when correcting for the 4 minutes of time per degree of longitude as one goes west through the time zone, do you measure from the start of the time zone or the center?
 
For example:  If you are in the GMT zone, do you measure this from 0 degrees going west, or through 7.5 degrees adding four minutes of dial time west of this and subtracting four minutes for each degree going east?
