I make out 12 arc-sec/yr to be a period of 108,000 yrs.  That's bigger
than the period of the precession of the Equinoxes, but not by all
that much.  On the other hand, since we are talking about a correction
to a correction to solar time, we could probably live with the error
on a 10,000 year time scale.  I would be inclined to include it
anyway, at least if it is rather regular, which I would guess that it
is.  I'm getting out of my depth.  I definitely need to read Meeus.
