Well, it is called a "Monumental Sundial". That's short for "Monumentally silly mock-Sundial". Maybe, if you removed the gnomon, turned it over and round and stuck it back on with the edge which is currently vertical corrrectly positioned, it might work at a certain latitude. From the relative spacings of the hour marks (and ignoring the ray lines), I'd say it's been calculated for somewhere near the equator. By coincidence, I just wrote to someone selling a 'sundial' by an Internet auction. She was quite charming, happy to be corrected, asked for a sundial Web site URL to learn from, and said she would correct the object's description to remove the word 'sundial'.
