The term "precisely" is a relative one here, John...the number of solar days in 2300.00000 solar years is 840,057 plus about an hour; the number of lunar months is about an hour off too. The number of anomalistic months matches to within a minute or so. I just did a quick little calculation to check the claim using the definitions available at www.dictionary.com.
Nevertheless, I interpret the definition in the Bible Encyclopedia to mean that for any given configuration of sun-moon-earth-stars, after 2300 years the relative position of the sun, earth, moon and stars will be the same. This does not mean there is a special moment in time once every 2300 years when everything is in "perfect alignment". It means that starting ...right NOW, for example, if you noted the position of the sun, earth, and moon in relation to each other and the stars, then exactly 2300 years later (plus an hour) you would find the same arrangement of parts. Even then, the arrangement would not be exactly the same because the moon's orbit in particular is very complex. Such statements as these do not take into account libration or the peculiar nature of the moon's orbit inclination, its eccentricity, and so on. The moon's orbit also precesses over time. I suspect that if these factors were taken into account (and it'll take a better mathematician than I do it from scratch) the moon's position wouldn't even match up again precisely anyway.
