As a french sundialler I can't give you any information on R. Chaleat, but
as for the difference between meridian crossing and culmination, I know that
in 1988  D. Savoie wrote an interesting paper on the subject in
"Observations et Travaux" published by the SociČtČ Astronomique de France
(Nƒ14/15, 1988, p3-8). As far as I remember the difference lies in the fact
that because of the increase (decrease) in sun's declination during a day,
the sun can be a little bit higher in the sky a few minutes after (before)
noon . The effect is more important at equinoxes but is always pretty
slight.
