Scan each page and save as eps, tiff etc. that Illustrator will OPEN - as opposed to PLACE. Save as Illustrator PDF. A bit laborious but you should get there in the end.
I would not recommend this as quality decreses and file size increases significantly. One may use the free programs GhostScript and GSview to easily convert any Windows document into PDF. Just print your document with a generic PostScript driver into a file and open it in GSview, then save it as PDF. You can download the software from http://www.cs.wisc.edu/~ghost/
