I don't know the reason but it does occur sometimes on dial in the UK too, though not usually with ALL such numbers reversed.. I have tended to assume that it is simply the fact that details of this sort were not regarded as important in those days. Although the peoples of that time knew how to measure accurately, routine measurements were usually not as accurate. You see the same lack of attention to detail in the way in which green oak framed buildings were erected and in the way that church foundations often made use of existing rock outcrops even if that meant a slight diversion from a true East-West alignment. Remember that the Romans themselves are known to have used different variants of their own numerals (like IIII and IV) so I suppose this laxity started a long time ago!
