When I was in Beijing a few years ago, I saw many similar devices for sale for a nominal price. The Guguanxiangtai (ancient observatory) has a little shop where they were sold, and also in Liulichang Market shops. They were treated to appear aged, but obviously were not, and the quality was uniformly mediocre.
I didn't buy one because they were sold with other cheap tourist trinket items, but in hindsight should have picked one up as a curiosity. I haven't researched how they work (if at all), and whether they are based on a working design.
