Hi John,

Why don't you do both, ie. have pages that are normal html with 
jpegs and pdf files for those that want them.  Also, many pdf file 
download problems are due to the following problems:
1.  The pdf's haven't been optimized for web usage ( An option in 
Acrobat )
2.  The graphics are just too large to optimize in the conversion.  
Keep the graphics as small jpgs before conversion.

The above have been 90 percent of the problems I've seen with pdf 
files.  By the way, many of the newer browsers come with an acrobat 
plug in, right out of the box.  The plug in is different from the reader.
