Most folks are using the DeltaCAD program which is very cheap, and programs (they call macros) for your task.
My website has all the dial types covered: www.illustratingshadows.com and go to the DeltaCAD page. I also have code for FORTRAN, C, Pascal, Basix, visual Basic, java and so on, however the complete set is for DeltaCAD. It has vertical decliners for easterly as well as polarly and equatorially aligned but declined. You could use that code and drop the graphics easily. Also, the SHADOWS program, ZW2000 and so on would meet your needs.
