Recently, I found someone who translated Kairrouan dial inscriptions, I added 
on my page (sorry only in French)

The inscriptions mean for example "1 hour before sunset, 2 hours ..." for 23 or 
22 Italic hours 
The greatest numbers are 8 or 9, so we don't know if the period is divided in 
24 hours or in 2 periods of 12 hours
In Topkapi palace, the greatest one is 11, which is not better.

  Atillar Bir defines the Islamic day starting and ending at sunset and the 
interval to the next sunset being two 12 hour periods, ie ezeanic hours. These 
are the hours shown on Ottoman sundials like the one he describes at Topkapi 
Palace in Istanbul.

  Are ezanic hours a known and accepted time system?
