It is an astro compass, I have four of them and they work well, I got my first 
one when I was at school in England, I was 16 at the time. I cover their use in 
my spreadsheets: illustrating-shadows.xls (for Microsoft Office, Excel) and: 
illustrating-shadows.ods (for Open Office, a free system almost but not quite 
compatible hence why the different version, with Excel) as well as in a

And as an unrelated update re my web site, I have added an Algol sundial 
program with a free Algol interpreter (I used Algol on the Elliott 803 in 
college in the 1960s), as well as IBM 1401 and 360 horizontal and vertical 
sundial programs in SPS and Autocoder, and BAL respectively, along with 
simulators for those machines and assemblers and debugging aids, all open 
source of course. All for merely nostalgic purposes since I do not imagine too 
many people use Algol nor wish to hone their early computer skills.
