Charles, for a simple and effective measure see Wall
Declination.pdf<http://www.precisionsundials.com/wall%20declination.pdf>
  and WallDeclination.exe<http://www.precisionsundials.com/walldeclination.exe>.
 I do not know how its accuracy compares to other methods, but it is an
easy method to perform.
