Hi David,

That is a Fossil wrist sundial. The Fossil company, well known for their 
watches, purses and wallets, has made several sundial models over the years; 
none are available now. They show up fairly often on eBay.  It looks like he 
the guy in the photo is wearing it upside-down? Here are some Google images:
