That app is already available, it's Sol Et Umbra. Starting from the GPS and clock information it computes all sun parameters including EoT and it also gives you the local true time. Moreover it draws a dial computed for the actual declination and inclination of your device. It could easily provide a pdf file to be printed to build a dial on whichever surface you want but I preferred not to include that capability. The reason is that smartphone sensors are not good enough to provide orientation values with the required accuracy. Greetings.
