My impression is that in England, and maybe elsewhere, Anglo-Saxon
dialling skills just disappeared after the Norman conquest of 1066. The
Normans destroyed earlier stone buildings to replace them with their own
handsome constructions but many times just casually employed fine Saxon
dials as building stones, thrusting them in anywhere into walls.
Examples are manifold.
Scratch dials seem to me to come along later, once the Norman wave had
begun to subside. Maybe they developed from scratch (!).

I wonder if there is any more documented evidence of the decree.
I guess from the date it could have been a spur to the creation of Saxon
dials, the tradition of marking times lingering on in scratch dials long
after the Saxon skills had been lost.

Mrs. Gatty claims this was a decree of Pope Sabinian, 606 AD. Away from
home, so I can't give you a page reference.
