Yes, Frank King, 2012 Sawyer Dialing Prize winner, answered the "sundials and leap years" question with his noon mark sundial at 10 Paternoster Square in London. He answered the question more fully in his 2012 NASS presentation "Mind the Gap, Sundials and Leap Years". The article is published in the BSS Bulletin 80 V23(iv) Dec 2011. Frank is much better at answering such good questions.
