If I change the environment using gconftool it does
not modify for all users; only the user I am logged in
as.
Take a look at APOC/JDS Configuration Manager. You will need an LDAP
server to store the desktop policies though.

You can create mandatory settings not only for the Gnome desktop but for
Mozilla/StarOffice/Evolution as well. I've had it running on Solaris 10
x86 + JDS + SRSS 3.1 - a step by step guide of the setup is on my to do
list... I've published a few screenshots of APOC on my blog
