If any Sun Ray gets left dangling at 26x then that's a bug.
However, after making a major change to the access policy ("major"
isn't well-explained in the docs, but switching between registered
and unregistered modes qualifies) you're supposed to do a cold restart
('utrestart -c') rather than a warm restart ('utrestart'). The reason
is that after this kind of change some or all existing sessions may
become unreachable. If they're allowed to live on, detached from a
Sun Ray but still hosting applications in logged-in sessions, then
the applications can be doing all kinds of odd things that will
cause problems for your users.
If you do report it then please include inforamtion about what was
happening on that Sun Ray before you made the policy change (was it
showing a greeter, was it logged in, was a smartcard inserted),
what the policy was originally, and what you changed the policy to.
