Uh-oh, the firmware USB guys aren't going to like that. They were
pretty confident that the wheel-handling logic in the 3.1 firmware
was going to automatically do the right thing for every mouse on
the planet, except for some ancient ones that date back to the time
before the mouse manufacturers had converged on the three or so
wheel-reporting methods they use today.
I don't recall any changes in this area since the beta build so if
it's broken in the 3.1_21 firmware it's probably still broken now.

If you can tell me the mouse make (Compaq, I think you said) and
model number then the USB guys here can try to find one and see
if they can figure out why the 3.1 firmware doesn't like it. Or
if you can do without yours for a few weeks then perhaps we can
borrow it. That's often better than us going shopping for a new
one, because even if we can find that model there's no guarantee
that it would contain the same internals. Sometimes the marketing
name on the box stays the same across several different internal
revisions, and vice versa.
