These ports get exposed as device nodes in your $UTDEVROOT/dev/term
directory on the Sun Ray server.  Applications can open those devices
and use them just as they would have used /dev/term/* on a workstation.

Not just like that, no.  The 170 keyboard and screen don't interact 
locally with the serial ports.

If your 170 is being controlled by a Sun Ray server then you could
connect one of its serial ports to your Ultra 2 and run an app (say,
'tip') on the Sun Ray server and use that to drive your Ultra 2's
serial console.  Some of the kernel guys here do that; the Sun Ray
on their desk is controlled by a production server and they run 
'tip' on that server to connect through the Sun Ray to the serial 
console of a workstation where they're debugging a development
kernel.
