It sounds like you need to mark your DHCP server as authoritative (assuming it is the only one on the network). DHCP permits multiple servers to respond to a DHCP discover message... the delay you are seeing sounds like the normal delay that is part of this process. If your server is marked authoritative, however, then the client will accept the server's response immediately, short circuiting the delay.
