What CPUs do you have in the 280Rs? The 750Mhz ones may be a little slow but the 1200Mhz should be fine for interactivity. Maybe you just need to supplement the 280Rs with a extra V240.

Also do you have paging problems on the 280Rs? If there's insufficient memory performance dives pretty quick much more so than cpu contention.
