No, it just has really old firmware.


Unit #2 gives me the 100M connection thing and a code 21.  I know this
is waiting for DHCP from the manual, but then it reboots after about 1
second of that.  Looking at the /var/log/messages on CentOS...  the DHCP
server appears to give it 192.168.128.198.  This seems good, except for
the rebooting about every 5 seconds.

Is there hope for Unit #1?  Or should I try to get my money back?

There is hope - if you can get SRSS installed in a supportable
environment and configure an interconnect and connect the old DTU
there, it should upgrade to the new firmware.
