Unfortunately not the case.

I installed the plugin as root in /opt/sfw/plugins and have soft-linked to it 
from within /usr/sfw/lib/mozilla/plugins/ and /opt/sfw/lib/firefox/plugins/

If I ssh into the machine and run mozilla and/or firefox as root, the plugin 
is there in the about:plugins page.

SunRay users type about:plugins and see some of the plugins that are installed 
in the aforementioned directories, but not all (and alas, not plugger).

I'd reckon there is a sunray-specific configuration file/directory?
