SRSS 3.0 was included in 2005's "Red October" program.  It therefore
required no server-side license and no RTU license for the DTU.  If you
wanted support then you could purchase a support package, which
also required you to purchase the per-DTU RTU license.

SRSS was later withdrawn from the Red October program.  The rules
have changed so many times that I've lost track of what they are
currently but as far as I can tell from sun.com/sunray you always have
to buy an RTU license for each DTU, the server-side software is free to
download and requires no license to use, and a support contract is
optional.
