Oh I am sorry, let me explain a little better....  I do know how to do this
from the command line, but what I am wanting to do is to have my Gnome users
have a pop-up, at first login, that will prompt them to change their
password.  I have not been able to find anything that would point to this
solution.  Any ideas?

The passwd -f option forces the password to be "expired",
which means it has to be changed at next login.  See the passwd
man page for details.
