If the user has no password ("passwd -df username"), they will get a special session (an xterm with no window manager) that forces them to set a password, then goes back to the login screen.
I have been unable to force a password change at dtlogin (it's not sunray specific, IIRC) if the user already has a password (i.e., "passwd -f username" doesn't work for me, either).
