That's takes it out of preference for load balancing. Direct sessions (i.e. a utswitch) and existing sessions will not be affected by this.

I'd like to see a better facility to allow no new sessions regardless. Can't really help existing sessions though unless you want to be rude and yank the ethernet cable.
