Not unless you are using NSCM which you really need to if you have a FOG with non smart card users.

The new sessions that you are seeing are likely NSCM greeter sessions.
This happens because the load balancing selection is not done until
after the username is entered.

These people are not using smart cards.  Is the load balancing done
in the same place in that instance?
