Update...
I ran utconfig -k and during the removal of the user accounts many were
unable to disconnect the session. So I pulled the power on all of the
DTUs and rebooted the servers. Then I re-ran utconfig -k and took all
the defaults with the exception of the number of users which I set to
150 (if this is too much please let me know). I plugged in only 5 of the
24 in my test lab and 4 of them immediately showed the errors.
