Hi Asif, If you plan to deploy only one FOG (Failover group), there is only one primary server. Others are secondary servers. This is by concept. It wouldn't make any sense to have 3 or 4 instances of primary or master server...
You should really read the documentation that are delivered with Sun Ray Server Software, you will find information about failover group specification. The documentation is extremely well done, and most of the question your are asking are answered in. You can get this documentation in the zipped package of SRSS, but as well at http://docs.sun.com (just put the keywords that suits your needs).
