That's strange.  utdevmgrd usually runs with all privileges and
therefore wouldn't expect to be denied permission to manipulate
symlinks.  Is there something unusual about the way /tmp is
mounted on this machine?

Disabling arbitrary SRSS processes is not a supportable activity.
If there's a definite reason why you need to be able to do this then
please file an RFE so that SRSS can provide a supported way of
meeting your needs.

Turning off utstoraged should be unnecessary if you've turned off
USB device access by using utdevadm, but don't think it will hurt
anything.  If you've edited an SRSS rc scripts to make this happen
then that's also unsupported and it could be undone by a patch or
(definitely) by an SRSS update.

utdevmgrd manages the ownership of USB peripherals (except for
"human interface devices" like mice and keyboards) attached to
DTUs, it manages the ownership of native serial devices on DTU
models that have them, and it coordinates application access to
the DTU's smartcard terminal (aka its "smartcard reader").

If you don' t care about any of those things then the worst that
should happen if you disable utdevmgrd (apart from leaving you
with an unsupportable configuration) is that you might get whiny
syslog messages from other SRSS processes on this machine,
from DTUs and from other in-group servers where utdevmgrd is
still running.
