Thank you.  That's consistent with Philippe's response too,
so it rules out a shell builtin issue but doesn't explain the
cause of the problem.

This is a KDE-only problem, yes?  The scroll wheel works in
Gnome, and it reports ButtonPress and ButtonRelease events
on buttons 4 and 5 to 'xev'?  If this is true then the problem
has to be in a KDE (QT) library.

Maybe there's something about the events that QT doesn't
like.  I suppose it could be something silly like not liking the
fact that the Press and Release events have the same
timestamp.
