For our configuration mulicast was being blocked by the router.  Once we set 
"enableMulticast" to false the DHCP worked.

That shouldn't have anything to do with DHCP.  I'd check to make sure you have 
enough addresses assigned.  I'm not a cisco expert but I'm not sure I get your 
client identifier string.
