If you don't use smart cards, then you'd want to put up a "Click here to start windows" screen. You can create something simple using this example:

Or you could get more elaborate using a tcl/tk menu. If you are using smart cards, check out this post:

I understand the desire, but typically it's a bad idea as it will consume more resources (server and network). If you do do something in the second link, don't do scrolling, animated stuff. Not worth it.
