No, even a scrub won't work in this case, because the scrub simply compares imported registrations against the external source and if they no longer exist externally removes them locally.

It would be a reasonable RFE to add a similar script (or an option to the utatiscrub script) to check registration details for updates as well, and apply them locally if present.

It checks when you insert a token and there is no registration for that
token. In general it will check again, if you insert the card again
later and it hasn't been registered the first time. Once the card is
registered, the registration won't be automatically deleted or updated.
To do that, you need to use utatiscrub(1M), for example from a cron job.
