Are you using a single-label JDS desktop session by any chance?
If so, there is a CR open on it at the moment: 6652319
We're actively trying to figure out what to do about that CR.

The only thing I see change between a functioning user and a non-functioning
user is the second line, which sets the username=*NONE*
The only way I have found to fix it is to set their password to change upon
their next logon, they change their password, and it works again.
Any ideas?
