If you use keyboards that send a USB keyboard country code, then the Sun
Ray server will automatically use the appropriate keyboard layout.
If your keyboards don't send a country code, the server will assume a US
keyboard layout. You can use .parms files (see the utfwadm(1M) man page)
to set a different keyboard layout (country code) to use in this case,
either globally or for individual Sun Rays.
If you use the 'GUI' version of the firmware, you can also select the
keyboard layout (country code) in the popup menu:
STOP+M (or Ctrl+Pause+M)

The supported country code values are the same as for .parms files and
are documented in the utfwadm(1M) man page.
If you use an unusual keyboard layout for which Solaris (or SRSS itself,
on Linux) does not have a keytable, you'll probably need a keyboard
remapping software on the MS Windows end.
