We reboot once a month to clean up after users. I clean out /tmp and /var/tmp prior to the reboot, and have had no issues.
Personally, I wouldn't clean anything else out of /var. Accounting and log files are rotated, and having historical data proves indispensible at times. Around here we call that the "Windows Way". utrestart -c maybe; reboot hardly ever.
