The messages you get when the utwww user is being added indicate that the home directory of the utwww account (which should be /tmp) already contains some files that would normally be copied from /etc/skel so that this copying is abandoned. Your version of useradd seems to behave differently from the usual behavior: utconfig does not use the -m (--create-home) option, so useradd should not attempt to create or populate the home directory.

But these messages are just a warning and will not cause utconfig to fail.

The subsequent error messages:
> Adding user admin ...
> Failed to add user(s) to the list
> ERROR: Could not retrieve policy.

... are unrelated to the 'utww' errors. They indicate that the Sun Ray Data store did not (re)start successfully or does not accept requests from tools like utadminuser(1M) or utpolicy(1M).

That is a serious failure that prevents configuration from completing.
