I was trying to run my sunray servers in CLI mode as the Sunrays DTU are

VM.
I did it by "svcadm disable
svc:/application/graphical-login/cde-login:default".

You are disabling the graphical login and the display manager here. The 'cde-login' service controls the 'dtlogin' display manager.

While dtlogin is developed as part of CDE and uses the same toolkit as CDE, it can be used to manage different kinds of graphical sessions, not restricted to CDE.

But that command also disable all the Sunray DTU as in users were kicked
out of their sessions and can't connect to their desktops.

As Bob already told you, Kiosk Mode 4.x uses the system display manager to manage kiosk displays. On Solaris 10 that display manager is dtlogin.

Why do I need CDE desktop when my Sunray servers are just acting as a RDP pass thru conduit?

You don't need a CDE desktop. But you need an active display manager service.

I remember I can run CLI mode under Sunray Server 3.

You can disable :0 in the dtlogin configuration. That would be used for headless servers or to use CLI mode on the system console.

But Sun Ray sessions are always graphical sessions, so their displays should be managed by a graphical display manager.

I am now using 4.1. Different concept?

Yes.
