OpenGL 1.5 is installed (twice to make sure). After many hours of research it 
seems the problem is a graphics card or lack there of.  On systems that have a 
video card the script "ogl_install_check" should run but it doesn't on Sun Ray 
servers since it is a V490.

Also the command "xdpyinfo" must show the GLX extension in order for OpenGL to 
work correctly. Again, the Sun Ray servers don't have a GLX extension.
