What version of SRWC is being used here? Is Session Broker in play?

To quickly fix, you can try adding '-N off' to the uttsc arguments or you can set the terminal server to use the RDP security layer. This is done (assuming you are using Win2008R2) through the RDS Configuration tool -> RDP-Tcp -> General -> Security Layer. Change from "Negotiate" to "RDP Security Layer"

and there Solution is The simple solution, you must upgrade all Remote
clients to latest available, as of this text RDP 7 client build 6100.
