If DHCP isn't running my recollection is that SRSS will warn you during the
install process and offer to enable (and go through) the configuration for
you.

If you do dhtadm -P you should see macro's for the two subnets you have
setup.
Something like (IP's have been changed to protect the innocent):

192.168.1.0             Macro

Also - if you think it is DHCP you could try to use the GUI and set the
servers manually in the Sun Rays.
